Director of Operations

*MUST HAVE FEDERAL GOVERNMENT IT CONTRACTING BACKGROUND!*

Description:

The position entails directing and coordinating operations activities from the headquarter location in Rockville, Maryland. This individual reports to the Executive Vice President and will manage and direct all contract operations of our organization.  

This is a central role that ensures operations run as efficient as possible across all GNS services and projects. The role supports all projects and business development from an operations standpoint, in close coordination with the Executive VP, GNS Directors/Managers and Project Managers. Responsibilities include the development and management of programs and initiatives to improve the GNS practice delivery capabilities and quality. The Director of Operations is responsible for developing working relationships within government and commercial organizations creating an infrastructure that fosters teamwork, quality and company synergy. This individual will also work closely with the Executive V.P. and HR Manager on career development, training and retention.

Duties will include but are not limited to:

- Staff management across all contracts;
- Manage GNS Program Management team and conduct quarterly PM trainings;
- Assist Project Managers in growing existing contracts;
- Provide temporary billable support as needed (e.g.: in a bottleneck situation to bridge a gap or transition);
- Provide contract quality assurance;
- Assist in the development of templates and tools to enhance project delivery and roll-out to field & operations team;
- Extensive client interaction by meeting with customers and employees monthly, quarterly and as needed;
- Manage GNS’ Knowledge Base Management program;
- Responsible for managing and developing GNS’ ISO program;
- Participate as needed in business development and marketing pursuits;
- Responsible for reviewing contracts and legal agreements (e.g.: non-disclosure and teaming agreements);
- Develop new programs (e.g.: CMMI and EVMS)
- Work with the Executive Vice President and Director of Business Development to develop growth strategies by utilizing marketing, staffing and business development techniques;
- Provide information from past client project experiences for discussions concerning company direction and growth;
- Utilize selling and consulting knowledge to influence and develop services and delivery tools;
- Drive annual business planning process and monitor / update business plan throughout the year;
- Participate in account planning and contract negotiation. Coordination of Contract / SOW development;

Skills/Qualifications:

Required:

ü US Citizenship; eligible for clearance
ü An undergraduate degree in Business Management or IT related field
ü Must have 8-10 years of Government IT contracting experience with a successful track record managing operations preferably in an IT Security environment
ü Demonstrated success in prior roles related to Program management in a fast growing IT company. Past responsibilities must include hiring / managing teams, overall operation & delivery management, budget responsibility

Security Specialist

US – Germantown, Maryland

Description:

GNS is looking for an enthusiastic individual to assist and support the Headquarters Security Office (HSO) and the OCIO Cyber Security Program at the Department of Energy (DOE) Office of the Chief Information Officer (OCIO).

Duties:

Support the Headquarters Security Office (HSO) by establishing, implementing a comprehensive, efficient security program to protect DOE facilities, personnel, and classified and unclassified controlled matter in the Washington, DC area. HSO duties will include:

  • Serves as an organization's point of contact for all security-related matters and ensures organizational compliance with security directives and the DOE Headquarters Facilities Master Security Plan.
  • Assists with acquiring the appropriate security clearances supporting their organization.
  • Initiates, reviews and verifies in e-QIP all Federal or contractor employees that need to be considered for a security clearance
  • Assists the OCIO in the submission of the necessary paperwork for passing their clearances to attend classified discussions and meetings outside of DOE or for other agency/contractor employees holding clearances to be passed to DOE to allow their attendance at classified discussions and meetings being sponsored by the OCIO.
  • Provides security-related assistance and distributes information related to HQ security matters to members of the OCIO organization.
  • Ensures all employees appointed to security-related positions receive the appropriate training.
  • Additional duties as designated by the HSO.

Experience:

Required:

ü US Citizen with Secret or DOE “L” clearance
ü Bachelor’s degree in Criminal Justice or equivalent training and experience
ü 3 or more years of security experience
ü Familiarity with concepts of Information Security Systems and Applications

Description:

In this position, the candidate will support the Chief Information Security Officer (CISO) and appointed representatives with identifying accredited system security controls and boundaries, establishing procedures and resources for verifying their effectiveness and scheduling the verification activities. In the execution phase, responsibilities will include verifying that the system security controls are implemented correctly and are producing the desired outcome. Security Specialist - Team Lead

US – DC - Washington

Description:

Our client base is well-established and rapidly expanding in Information Technology firms and government agencies based in the Washington, DC metro area.  

This is a senior level position for an individual with knowledge of the information systems Certification and Accreditation (C&A) process and IBM Mainframe. This person will work alone and/or with the security team.

Some of the duties:

Audit

Assist the Agency in developing an audit program for reviewing activity logs, including recommending monitoring strategy and log content, identifying issues and shall provide on-site support to review logs, reconcile and report issues. Audit reduction methods, procedures, reports, and support shall be provided for the IBM mainframe, LAN/WAN and other systems as required.

Continuous Monitoring

Plan and conduct tests of security controls, as requested. This includes continuous monitoring to ensure security controls remain effective, and to document remediation of security control weaknesses. The contractor shall recommend methods for monitoring compliance with configuration standards and conduct compliance monitoring.

IT Contingency Plan Testing Support

Assess IT contingency test plans and test reports, for compliance with NIST, Treasury and Agency guidance, and provide training on IT contingency planning and testing.

Team Lead Responsibilities

- Manage staff
- Develop and submit Monthly Status Reports of team activities
- Represent the team at the quarterly company meetings

Skills/Qualifications:

ü Able to pass a Secret security clearance
ü Complete knowledge of C&A process and documentation
ü Experience with Mainframes

  • Assists with reviewing documents, communicating changes and enhancements to technical and non-technical personnel.
  • Assists with researching and updating document change and knowledge base entry requests
  • Assists with modifying documentation (i.e., Information Technology guidelines, reference materials, etc.) and determining the appropriate placement for the information.
  • Assists with responding to requests for clarification or explanation of reference materials and technical documentation.
  • Assists with maintaining posted information on Internet/Intranet websites. Assists with communicating and posting procedural information on the appropriate knowledge based tool.

 

Experience:

Required:

ü Able to pass a Secret Security Clearance
ü U.S. Citizen
ü Bachelor degree in English, Journalism or a related field
ü Must have one or more years of experience in the Information Technology field and at least 3 years direct experience as a technical writer
ü Must be detailed oriented and have excellent written and oral communication skills.
ü Strong networking and interpersonal skills
ü Proficient in Microsoft Word, Excel, PowerPoint, Project and Visio.

Preferred, but not required:

ü Secret or Top Secret Clearance
ü IT Security and/or Certification and Accreditation (C&A) technical writing experienceSecret or Top-Secret Clearance
